The freight division of the Wiener Lokalbahnen (WLB) got its first own locomotive in January 2009. Up till then the WLB primarily used leased locomotives.

Before the first machine arrived, WLC used Siemens locomotive 183 602 for testing and training. 1216 950 was the first WLC locomotive, it arrived in December 2008, homologated for Germany and Austria only.

In 2010 WLC decided to order four additional units, authorized for DE, AT, HU, CZ and SI. 1216 951-954 arrived in 2010 and 2011.

In September 2012 an extra locomotive was added to the fleet. Former Siemens stock locomotive 183 713 was acquired and put into service as 1216 955.
