[locomotive] CAF and RATP: The come-back of a E+B shunting locomotive

This file was pretty dusty. But we found it. We mean the file of the CAF hybrid locomotive for the Paris RATP. They were supposed to come in 2019, but they didn’t. Yet now there is news:
