[passenger] Mismanagement and unrealistic expectations: Polregio cancels 200-train framework contracts

In early 2023, Polregio signed agreements with four manufacturers to supply up to 200 EMUs. However, the project has been inactive since then. The new management has announced that despite their best efforts, it hasn’t been possible to save the project. As a result, the contracts will no longer be valid.
