[locomotive] ČD is changing its plans for its Class 1216 locomotives. They want to get rid of them.

České dráhy had big plans for the 1216 series locomotives when it added 6 to its fleet in 2019 and 2021. Today, everything is different, and ČD no longer counts on them.
