At the beginning of the 10s, Vossloh Rail Vehicles in Spain realised that in the near future, it would not be possible to sell any more Euro4000 type mainline diesel locomotives in Europe. It was not possible anymore to update its design to meet the newest standards. Therefore Vossloh decided to develop a successor, with added value: the electric mode.
