In March 2014, European Locomotive Leasing (ELL), a new provider of full‐service locomotive leasing solutions to freight and passenger operators throughout continental Europe, signed a first framework contract with Siemens for the delivery AC and multi system Vectron locomotives. Since then the fleet has been expanded multiple times.

The first two locomotives for ELL left the Siemens factory in Munich in June 2014: Locomotive 193 831 in white and 193 832 in the standard ELL livery in green, dark grey and white.
